As a general rule, these organizations already have good productivity rates. They have rates that are generally above average. These organizations often do not see dramatic increases in productivity after implementing measurement programs because they are already doing many of the right things, and they do them well. It is like a person who has been eating healthily and exercising trying to become more fit.
